The penis burning is a sign of uniary tract infection or
kidney stones. Uniary tract infection is usually cause by a STD so, it might not be that. Kidney Stones causes a burning when you urinate so, that might be your problem.
The white bumps might just be Pearly penile papules, a condition which causes pin-headsized outgrowths arranged neatly in rows on the base of the head of the penis may be mistaken for genital warts. They are harmless and do not require treatment.
